I am a poli sci major. Vernon Franko So I will have to correct you in saying that the Founders didn’t officially set up the Electoral College as a winner takes all system. This system has been in place since 1824 and currently, Maine and Nebraska operate on a similar system to the one I described in my original post. Shawn and Andrew. In your papers I hope you look into the big danger that proportional allocation of electors would create, especially if 3rd party candidates are allowed to receive electors. If no candidate reaches a majority of electors (270), then the House of Representatives decides, each state having one vote. In 2016 under such a scheme in all states (by my calculations) Clinton would have gotten the most electors, but not a majority. Trump would certainly have won in the House. James Madison was very concerned about both these problems (winner-take-all and the House runoff) and proposed a Constitutional Amendment. Great Dane Flower 3D Hoodie. It’s in a letter to George Hay in 1823.I was very much in favor of the proportional method until I was made aware of this weakness. However, the electorate is increasingly partisan and the way the EC is set up now is on the basis that political parties don’t exist, which obviously is outdated.
