Impo, the electoral vote for a congressional district should go to the winner of the popular vote in that district and the 2 electoral votes allocated to the senate should go to the popular vote of the state. That’s the way I would design it, and that’s the way a couple of states do it, but that’s not what Federal law requires. It’s funny after so many years and different political parties holding power now people are asking for the elimination or reform of the electoral college. Sounds funny for a few reasons.
